THE JUVENILE Justice Committee of the Jammu and Kashmir High Court Tuesday told the Supreme Court that 144 adolescents matured between 9 years and 17 years and in strife with the law were captured — generally preventive detainments — in the state since August 5 when the Center repudiated the unique status allowed to it under Article 370 of the Constitution. 

Of these, 142 had just been discharged and just two were still in adolescent homes, the report stated, refering to data given by the police and other state organizations. 



Hearing a request by Child Rights Activist Enakshi Ganguly and Santha Sinha, the Supreme Court had asked the J&K High Court's JJ Committee to investigate the charges that youngsters were in effect unlawfully confined, and present a report. 

Following this, the board led by Justice Ali Mohammad Magrey looked for reports from state organizations just as subordinate courts. The express DGP's report to the panel prevented the charges from claiming unlawful detainment of any kid. It said "no kid has been kept or taken into unlawful detainment by the Police specialists as exacting adherence is set on the arrangements of Juvenile Justice (Care and Protection of Children) Act."

The JJ Committee additionally told the Supreme Court it had not got any appeal on supposed confinement of any adolescent yet included there were some Habeas Corpus petitions in the High Court in which the prisoners were said to be youngsters. 

In his report, the DGP said the state has selected an official of the position of ADGP as nodal official for execution of the Act. 

"At District level, an official has been assigned for the reason and it has been guaranteed that at each police headquarters level, an adolescent cop has been assigned. As and when any report in regard of an adolescent in struggle with law is gotten, the said adolescent is managed carefully according to the endorsed law regarding the matter," the report said. 

Then, the J&K government a week ago renounced the confinement request and discharged one of the four minors captured under the Public Safety Act. The kid was held in a prison in Bareilly, Uttar Pradesh, for seven weeks. The state's choice came after his family tested the confinement in the J&K High Court. The court had asked the Anantnag District to investigate the time of minor. 

The relatives of the minor – who is presently home – said they delivered the testaments and date of birth verification of the minor in the J&K High Court. "On September 25, we got the request from the administration educating that the PSA has been denied," the uncle of the minor kid disclosed to newsribile

The 'grounds of confinement' request marked on August 8 by the District Magistrate, Anantnag, had asserted that the age of the kid was "22 years" and that he was partnered with an "over ground laborer" of "JeM".
